Yes. Couple of things tho
1) the idea is to minimise bots/spam as I see. Bots will reduce likely if there is a payment required.
2) a billionarie coming in probably means there is something important to vote on I guess. I don't know if there will be super important things to vote on.
On fiat, that mentality of billionaires voting to sway is somewhat sustainable. Cos the money isn't hard. Take it from the printer (if you happen to be a lucky business or person close to the printer) and then vote if you choose. You could do this on a semi sustainable basis if you cared enough.
On bitcoin its based around value transfer and limited supply. So its not sustainable unless you have a means of earning bitcoin unfairly which is unlikely to exist.
Take war as an example. Imagine in countryA that you couldn't print money. To go to war with countryB, countryA would have to 'crowdfund' the money. The war would also have to be worthwhile (ie you either get more money than you spend or really really against your values that your prepared to spend valuable money).
That's the scenario bitcoin forces.
