This has the familiar stench of the anti torrenting measures brought on from the movie and music industries 20 years ago.

They failed then, and they will fail now.

You cannot defeat a decentralized protocol.

Period.

But everybody is using a VPN these days. Which means everybody who doesn't want to get caught will switch to XMR. LN and ecash can't come soon enough for Monero.
