I think you have it partially correct in the sense that the war was entirely immoral and started on false premises and lies. Americans should absolutely be worried that their tax money is funding people that hate us though.

These payments usually are given not for philanthropic reasons but because the state department wants to have leverage at a later stage by threatening withdrawal of said payments if the counter party doesn't play along.
If your argument is that the US should stop handing out money entirely, meaning a general retreat of influence and soft power, then I agree with you.
The Taliban, in this case, are doing exactly what your government, according to this woman, should be doing: taking care of their veterans and their families. If your argument is against that, then the videos message is hypocritical.
I think we agree here, my argument is that we shouldn’t be sending money to foreign countries at all and should worry about our own problems.
