The one trick that imho jump started Costa Rica was the huge campaign to plant trees. Tico, do you have any experience with it?

Well yes, back in the 90s the protected areas expanded and at school we went out and planted trees.... nowadays it's the same, but people with forest/nature cover properties get a yearly pay for "environmental services", tax benefits etc...
And them fact that keepings our forests attracts tourists.

I really think this is a major difference in people's happiness - the trees bring nature, animals and humidity, which brings happiness (and tourists), the forests create more oxygen, which also causes more happiness (if the Fight Club movie taught us anything, this and the soap thing would be it...).
