I haven't purchased loose leaf in years but I remember twinnings usually has some in grocery stores. I'm a Bigelow gal myself and it's hard to find loose leaf Bigelow anywhere.

You could also look at small bodega type stores. I know we have a local Muslim shop that has a boatload of loose leaf teas.
