People who do a bad job in the real world do not get raises or promotions.
Companies, departments and initiatives who fail their objectives are not given more money in the real world.
Where do you people who fail get promoted and given raises and where do failing initiatives get endless funding? Where? Where is the only place?

Government. The purpose of the system is what it does. And those who have a financial incentive in the status quo are loathe to see faults in the system that feeds them.
It's government. Unelected beauracracy creates a dynamic where accountability is near non-existent and money and spending comes in terms of 'use it or lose it'. I've seen it first hand working as a contractor for a couple of f three letter agencies.
They fail at their supposed objectives, but maybe failure was the real objective all along.
Failure leads to justification for more funding....
Government. No market forces at work, no competition, monopoly, we’re long past anyone attempting to serve the ‘mission’ vs the ‘organization’, and the cherry on top, our broken money.
