Like the Great Firewall of China that prevents internet traffic from the outside, but can't stop blockchain transactions or IPFS.

Because the firewall was built to block things by IP address, and that doesn't help when the content is coming from a distributed network that doesn't depend on IP addresses.
Can nostr work on top of this Network?

I don't know what we are talking about. IPFS uses TCP/IP. It is DNS that it doesn't use. The great firewall blocks at the IP layer. Unless you want to use ham radio or ieee80211s mesh networking they can block any traffic on the Internet once they know about it.
It's for the same reason why torrent files can be shared across the firewall, because the Internet is designed to keep trying to find and exploit any and all connections. It doesn't depend on a single trunk that can be blocked.
The problem with the Chinese firewall is not a technical one. Fundamentally if you have to let a community know a secret (psst! we are running nostr on IP X.Y.Z.W port M) and that community is infiltrated with a CCP member, they will know about it and shut it down. And the fundamental problem of identifying outsiders/infiltrators and keeping them out of a community is unsolved and probably unsolvable. So as long as there are enough CCP people looking for holes in the firewall, holes will only last for a limited amount of time. This can't be changed on a technology level, not with cryptography, not with anything.
Agreed, sadly. I'll continue to hold onto hope that the situation in China improves someday soon.
