Need paid relays for spam

Seems enividble, wonder what ways public relays can do to limit the footprint spam leaves on their resources.
There was a notabot thing going around that could help if implemented in public relays. Other things are to only show you your circle of follows to the 3rd degree or something = see posts up to a a certain number of people you follow.
