I don’t know the #lightning protocol well enough. Is it possible create an invoice on behalf of someone?
UX Eg. Can I create a QR code that when scanned, will show a payment to send 21,000sats to my friend XYZ’s LNURL?
All I know is my friends LNURL and the amount I want to be sent to my friend.

With lnurl that should be possible. Not sure what tools to use though.
I think I would use my node to request an invoice from their server. And then convert invoice to QR code using some random website.
Without a lightning node, not sure...
This is what I hate about Lightning. It's making basic stuff complicated.
You might try converting your friends LNURL to bolt with this tool but be aware that not every wallet support bolt11 yet.
I’m sure that you know this, but can they can text or email you the QR code?
