If you're using the biblical imagery than probably pro. Hostile empires and despots are often called snakes, serpents, dragons or sea-monsters in the various prophetic books.
That was my first thought as well. “The son of Adam who crushed the serpents head” but knowing roughly what the gadston flag means makes it seem more anti sovereignty
