6 months of management at my workplace refusing to do anything about an entire shift refusing to do even the most basic things for their job 😑

Is it better or worse when you have folks in upper management doing virtually nothing? At a number of schools and institutions I've been at, it's often the admins and managers who kick back and do very little, except harass staff for no good reason.
