those worried about "nostr CEOs" getting arrested and using that as an excuse to not use nostr aren't being true to themselves or have a grave misunderstanding of free and open source software.
as long as client and relay software is hosted somewhere on the Internet, you can download the software and run it.
additionally, you can't effectively block all of nostr either. nostr operates over port 443 or TOR. 443 is the same port that *all* websites use for secure communication.
it's that simple.

same difference. every single dev could disappear right now and nostr would still live on for the most part. all of the software is already here. sure we'd miss out on updates and new features, but the protocol wouldn't disappear.
