as long as client and relay software is hosted somewhere on the Internet, you can download the software and run it.
additionally, you can't effectively block all of nostr either. nostr operates over port 443 or TOR. 443 is the same port that *all* websites use for secure communication.

Sure. Here's an example for you. In February 2022 China started blocking access to nostr relays and clients. Many Chinese users are still here. It's a game of Whack-A-Mole.
The goal should be to make it impractical to attack, not impossible. Only the former is actually possible. I'm starting to adopt this view for a lot of things. It's similar to "perfection is the enemy of progress" or however the saying goes. That shouldn't be applied for all issues, but I think it fits well here.

I think part of it is people don’t want to switch to yet another social media or messaging platform (whatever nostr is) and have to “start over” and learn the explicit and informal rules of the road for yet another platform.
So they come up with reasons not to until there’s network effects kick in more for nostr.
they don't want to do the work. they've gotten lazy.
CEOs need Nostr more than Nostr needs CEOs. Few.
If they prosecute and tie up every person on earth, then nostr doesn't work, I don't get why these bullish nostriches don't get it. It's so simple.
