But you still need the cohesive structure to have enough of interest to the newbies, not everyone wants to have their own relay and a few extra apps

Maybe a foundation of some sort to oversee the management of the basic stack/distribution. A one click install of well tested apps that play nice with each other, each distro could have a focus, maybe one is a live streamer, one is a blog focus, another is for chat....

The foundation or organization would not have the power over the individual, but would just have the responsibility to maintain their collection. There would be some overlap, and a bare minimum functionality. Kind of like how Linux distros are organized... Linux is the kernel, but distros can focus on the whole "feel"
