You can either copy the noteID or use the boost/quote button. Depends on your client though...

different clients do it different, which makes it kind of hard. you can either do a quote note via a button or you have to do it manually, by copying the noteid and then adding it to a new note with @ in front of it.

If you’re on Damus, hit “repost” and then select “quote.”
