I think so. Usually the German bands all get classified as Krautrock but it seems to be coming from the same creative impulse to me - young, conservatory-trained musicians forming rock bands and incorporating their avant garde jazz or classical training.
Obviously there was little "rock" left in TD by 1975 but they did start out as a rock band - they even had Klaus Schulze on drums.
