Use baking paper. It rarely catches on fire.

If you cut it too short it gets flown around or shields the food so you end up having to make it long so that it holds itself in place. But that makes it close to the heating element so yeah, that happens.
Just because you used one that was shit doesn't mean all of them are. Though 2 of 2 I tried so far were unusable for my goals so you may be onto something.
