This is what's known as the Silver Rule, and is found in various other religions, such as Judaism and Buddhism, etc. But Jesus flips it and turns it into a positive command to do to others what you would want them do to you. The Golden Rule.
Golden rule: I like being taxed, therefore I may tax you.
