That’s a list of ports and waterways designated as security zones - it does not anywhere on that link say that New York is defined as The United Nations nor anything which could be interpreted that way.

From what I can see it’s talking about the ‘policing’ of waterways around Manhattan for the purposes of protecting dignitaries visiting the UN.
It’s literally called “Security Zones; Dignitary Arrival/Departure and United Nations Meetings, New York, NY.”
If these words have some alternate meaning please enlighten us.
