As there's a start limit for transactions it could only be an exchange output, right?

I honestly don’t know. just want to see wether we can point to a single satoshi

You can send dust. Just send 0.0000001 on chain to yourself and pay the mining fee. You'll get 1sat on chain

Yeah, that may be an option. But I want to know how to query the utxo set and see if such an output already exists
