It's the same question as asking, is a print a painting? I think no. If the art is made up of individual strokes by the artist, it's a painting. If the entire image is created at once, like with a print or photograph, it's not.

You can make a single photograph with exposure time measured in years and do whatever you want in front of the camera similarly you can make a painting by exploding a bucket of paint never touching the canvas. What would be those arts then?
Light painting is a thing, which I agree is like is painting with yourself on a long film exposure.
Exploding a bucket of paint on a canvas could be art, but I'd really fight against calling it a painting 😂
