Cost will be dependent on the demand. As asleep some folks seem to be, I do think at least 20% of the US population (higher here in the South) would pay to get it removed.
Another big factor though is if there would be legal action if removed

No. No it is not.
Most of it is diagnostics. A timing curve and oxygen feedback is the majority of what is needed to make the car function normally.
I'm very well aware, but doing that well enough to run all the time, every time without blowing up the engine is not easy. I used to build and tune race cars for a long while. It's not simple.

Point is that its possible. Granted, yes you can screw up an engine if your controls arent working properly
