Yup, it can also be a request or a command for another app or service to pick up too.
For example DVMs use nostr events, notes containing cashu token strings (ecash) could be considered money. Backed money, trusted money, but still money. Also NWC (nostr wallet connect) uses nostr events to remotely command your lightning node to make a payment (used for zapping mostly).
