Bill of rights is created by the people not the state. It doesn't grant rights, it protects natural rights of people from interference by that government.

Unfortunately that's not how governments see it. Virginia, Texas, other places, those are gov bills.
Yes, they are government bills, introduced by representatives elected by the people. But you're not American, so I wouldn't expect you to understand. Government is emergent like money. There is no society without government. Only tribes.

I think you missed the part where I said Bills don't give rights. It protects them. We should want them. Regardless of they "work" or not. We should advocate for the society we want.
