If the application have no users, does the application exist?
An application must be applied. If no one applies it, then I'd say it isn't an application at all.

What may or may not happen in the future is irrelevant to my point. Water isn't ice until it's frozen. It isn't useful until it's used. It isn't an application until someone applies it.
