I'm pretty sure the technology to mass exterminate a population, even slowly, without the use of kinetics doesn't exist yet (although they are working hard on that problem). Bombs are still the most effective way to mass kill people.

Are there any real world examples of an entire people being exterminated from vaccine or food poisoning? Killer vaccines or food that kills *definitely* over a slow 5 to 10 year period is a prize technology that I don't think has been worked out yet.
