Likes would be a nice social signal to include although I suppose vulnerable to bot spam (but no more susceptible than regular replies). I imagine that a reply message of a particular form (`"content":"meta:like"` etc.) could be interpreted and displayed by clients as a "like"

Yes but it wouldn't be a text reply (kind 1), it would be a different `kind`. Definitely possible to implement today but would be easy to game.
