You can put media wherever you want. In the text, in a centralized server, in a (web)torrent or something new. Ideally you should create a NIP to formally specify your idea though, so others can follow you 😅
I think relays should be separate from image hosting. That’s more decentralised and makes more sense in terms of potential takedowns.
