What assurances do we have that the Intel State is not actively inflicting psychological operations against American citizens?

For example the 51 intelligence officials signing the letter that Trump was a Russian agent.

How will a Trump admin contain and restructure the intel agencies to ensure they are not operating to the detriment of US citizens, with psychological operations or otherwise?
