It's a different thing. In advertising you pay the person that owns valuable content to put ypur message next to the valuable content to leach some attention for your message
In honest signaling (what deer do when they grow antlers) you provide a verifiable proof of wasted resources in order to demonstrate the value of something (in the case, of nostr, the value of a message). No one is paid, attention is not acquired by affinity but by the costly signal itself.

it would be enabled simply by having a view on clients that collects a comprehensive list of accounts and then requests them randomly without regard for time or sequence, lets you discover something in the rabble.
it's not discovery when someone is paying a resource to be visible. that is advertising and your whole idea is disingenuous and dishonest makes me suspicious of you.
