This is a good point. The most durable form of government off the top of my head would be feudalism. But it's longevity can't be attributed to the majority finding it particularly enjoyable. It hinged on class divisions and greed enforced by brutal violence. Humans (at least modern humans) seem to be opportunistic and self-serving by nature. I don't know that there is a solution to that, so I am inclined to agree with you -but also hope we're wrong.

Be sure to check the history of when this was tried before (not a "federated" solution though). The Farm in Tennessee is still going using many of the same values and techniques espoused in the article, even beyond. But it did not turn out as they originally planned.
