The thing is, incentives have nothing to do with it. People use circular rebalancing because they think it's their only option.

Give them a better option and that will fix the BROKEN FUCKING BEHAVIOR
That's a long winded way of saying the incentives are broken. You're a slow learner but maybe one day you'll get it.
