I could see that in a rustic airbnb type setting. I think enforcement would be difficult in any situation, but hotels and motels would likely be the hardest since there's some degree of expectation of those services built in.

agreed. I figured I'd go to the extreme.
I am actually thinking about a camping / glamping &/or short term tiny house rental. & we know campers get the carry in carry out, but tiny house people may expect garbage services
Sounds like a reasonable assumption. It seems to me the more "rustic" the housing is, the more likely people will be to only leave footprints. If there's no electricity and flushing a toilet is dumping some sawdust over your exctrata, people are probably more likely to take their trash out with them.
I think in the short term tiny house rental there could be very clear advertising and instructions that would probably dissuade non-compliant folks from showing up at all.
