the problem is the pooling funds not the storage

why not something basic that uses timelocked funds pegged to the current cost of storage, that dispenses funds as needed to pay the upkeep

Cost of storing a set amount of data surely deflates over time? Thus value locked in now basically forms a trust for that pays storage.
