Central banks, in general. And the Federal Reserve, specifically.

The central bank cartel was established primarily to allow their governments to borrow and spend without limits.

The loser is citizens who are forced to use government fiat currencies, as their purchasing power is the ultimate source of this unlimited Treasury issuance and government spending.

They’ve been able to get Tether to buy the short end bills but doubt anyone will want to touch the long dated debt so Fed will have to pick up the slack and buy on balance sheet

Tether absorbs a large volume of (short-dated) T-bills.

They will likely not be significant purchasers of longer-dated Treasury bonds, because of duration mismatch.

They need Tether almost as much as they need a conscience.
