He won't create another layer 1, because his scam will be obvious and will crash ETH. His only real option is to create a layer 2 token on ETH.

I think what we're more likely to see, is him selling ETH, pretending he's doing so to invest in a new ETH layer 2, but actually buying Bitcoin.

Plot twist: he goes back to ethereum classic saying it was a mistake to roll back.
