At this point in time, with a confiscation of practically 50% or more of the income of the citizens, anyone who would consider complying with the law is simply a covidiotic sheep.

Non custodial bitcoin services is not covered by this law.. If you are not holding other peoples bitcoin or handle fiat it's a nothing burger. It may actually boost non custodial bitcoin usage.
