fees rise when transaction demand goes up

fees decrease when transaction demand go down

"the restaurant is too busy nobody goes there"

True, but many non economical transactions like consolidating or moving funds to another wallet you control will not happen as often. Like someone seeing a long wait time at the restaurant and deciding it’s not worth the time.
