What would be the point of that? Part of what makes pow special is the necessity of physical resources to be used up. This creates an anchor to the physical world, necessitating cost to avoid easy manipulation.
Can be useful as a sidechain maybe, for main chain no.
Without work, you're just lazy and taking advantage of other people's work.
