When I worked at GE, I was not allowed to do the work I was responsible for because "I got paid to much", but the who I was to delegate to did not report to me. But I responsible for it getting done on time and quality of work.

But I find ot that way in all corporate life since, to one degree or another

It is illogical and foolish

there are "leadership by influence" opportunities to take and demonstrate responsibility. these cases should be carefully agreed to as means to grow responsibility and get more authority
