Need mempool full while still being able to make payments uninterrupted.

Lightning only partially fixes this.

A lightning wallet that adds a little more than the routing fee to the payment fee and allocates it towards a mining fee for channel closing budget would go a long way.

Opening a channel (to a different channel partner) batched in the same transaction as closing a channel would help a lot.

None of those improvements require soft forks.
