Lightning only partially fixes this.
A lightning wallet that adds a little more than the routing fee to the payment fee and allocates it towards a mining fee for channel closing budget would go a long way.
Opening a channel (to a different channel partner) batched in the same transaction as closing a channel would help a lot.
None of those improvements require soft forks.

Both can be true, but there’s no better alternative, so will have to make it work despite the tradeoffs. I’m genuinely more concerned that currently is so cheap to use the base chain atm yet no one is willing to use Bitcoin as money.
