are VPNs not working to get around the issue ?

Others people will have to do like back in the day and start sharing USB’s with anti censorship apps.

There I'm talking about a full shutdown. When they just slow it down, VPN might be still able to do something, but when it's shut down, like it is in my hometown, there's no way around it. I hear nothing from the people of my hometown.
