Try, for example, 1st Samuel chapter 8...

God NEVER "instituted a human government." He absolutely condemns human government, explicitly stating that any such government is a REJECTION of God himself as our governor:

"Then Yahweh said to Samuel, “Listen to the voice of the people in regard to all that they say to you, for they have not rejected you, but they have rejected Me from being king over them."

the whole principle of government is enslavement of humanity, and churches generally act as a government

Actually, Ephesians tells us that King Jesus is presently ruling the world *through* the church (Greek ecclesia, meaning "assembly"). Jesus' assemblies, unlike the enslaving governments we've experienced all our lives, are (when operating biblically) 100% voluntary bodies that report directly and only to Jesus as their Sovereign.
