He doesn't. You are repeating CIA talking points. The first Trump administration was hostile to Putin by every objective measure.

I don’t think most voters remember it that way. We remember Trump’s poodle-like bootlicking of Putin in Helsinki, Trump calling Putin a “genius” repeatedly, and other shameful acts. Trump’s fealty and deference to Vladimir Putin is practically Trump’s foreign policy brand at this point.
