Bitcoin will hold its value longer. You can always exchange bitcoin for fiat. More bitcoin = more fiat.
I suppose it depends on which side is righteous. If the war is in your territory then the people will fight for their freedom. If your fighting a war abroad then it’ll be harder to extend the war unless your county has held ₿ through several cycles and can afford to enlist mercenaries.
