All payment networks are fee based but the legacy ones, banks, paypal, MC/Visa etc. are all also permission based.
Bitcoin is fee based but it is also permissionless. We don't explain this to normies enough.

People also don’t see the fees of the incumbent system because they are baked into the cost of goods, so they think it’s “free”. I’ve had surprisingly good interactions with folks on this point when I bring it up after they declare whatever transaction they did was “free”.
