A society accepting that only the state gets to make money, and everyone has to use it, is the problem. There are no answers within “the law” until this mindset changes. Until then, you are just going to have to accept that you will be operating in a gray market, and the state can get you if they want.

It’s a combination of the two working together. Ultimately the state determines what is and isn’t money under the current setup.
