citrea was originally going to do a combination of small OP_RETURN and witness stuffing. in fact they could do it today with zero changes to anyone's node. core asked them to just do OP_RETURN and no witness stuffing because then everything would be prunable. you want that.

Hey man, there is a video of Antoine Poinsant (author of PR) saying that he met with Citrea. He asked them if by increasing op-return they would have stopped using more harmful ways to stuff the blockchain, and they said yes. (So yes, even if they say that Citrea does its thing off chain, this increase in op_return is handy for Citrea, no doubt about that).

At the end of the idea in so tired of all this debate, let’s just make our decision, vote with our node and let’s see what happens!
