The balance of power does need to shift to be brought back to what it was in recent past.

It should still be noted however that for the largest part of history, totalitarian/despotic government was the norm.

This is true. I think experiencing the peak of freedom in western society as a kid growing up in a rural area before the dollar got totally gutted really set the standard for me. It was like living the movie “Stand by Me”.
